The City of Phoenix covers more than 517 square miles and has a population of over 1.6 million residents, ranking it the fifth largest city in the country and the largest capital city in terms of population.  The City was incorporated in 1881 and uses the Council-Manager form of government.  The City of Phoenix is one of the largest employers in the state with a staff of 14,000 employees and a five-year capital construction budget of almost $4 billion.
